The Master Plan Study for Energy Conservation In the Power Sector in the Kingdom of Saudi Arabia

Introduction:

The objective of the Study is to make a comprehensive master plan for energy conservation reflecting the demand forecast, including the industrial, commercial, and residential sectors by 2030, and to propose practical energy conservation measures based on energy consumption patterns in Saudi Arabia. The Study was implemented based on the scope of work signed by the Ministry of Water and Electricity (MOWE) and the Japan International Cooperation Agency (JICA) in August 2006. The Study period was 22 months (February 2007 to November 2008). Study team from Saudi Arabia and Japan was formulated for this purpose. Saudi members were trained through (3) workshops held in Dammam, Jeddah and Riyadh.

Current situation of Power Sector of K.S.A:

Before starting the activities of the Master Plan, the study team had studied the current situation of the Power sector in K.S.A as follows: - Reviewing the existing efforts conducted by Power Sector agencies Ministry of Water and Electricity (MoWE), Saudi Electricity Company (SEC), Aramco and National Energy Efficiency Program (NEEP) and other related agencies for the purpose of taking the results of their efforts into consideration. - Reviewing the essential data and information of K.S.A such as: geography and natural environment, economic activities and life pattern, social and environmental data, electricity demand and supply, gross domestic product. - Highlighting energy conservation measures in a number of other countries (Japan, Thailand, United States of America, German and United Kingdom)

Existing Energy Conservation measures in K.S.A:

The Saudi Japanese study team has considered the consistency of the following existing measures: - National Energy Conservation (EC) Campaign. - Energy Conservation (EC) Instruction Booklet. - Energy Education for High Schools. - Load Management ( Demand Side). - National Energy Efficiency Program (NEEP). Master Plan Activities: - Visits to more than (100) Governmental, Commercial, Industrial, Residential bodies. - Organizing (27) workshops in the Ministry of Water and Electricity, and relevant agencies of electrical sector. - Meetings with the specialists & decision makers in more than (50) Ministries, and the relevant agencies. - Implementing field measurements which included fixing (6) measurement instrument in houses, Governmental bodies, Mosques. - Survey to the awareness of (120) customers in the residential sector, and (48) customers in the commercial sector. - Training courses for (16) Saudi Engineers in Japan.

Barriers for Energy conservation in the Power Sector in of K.S.A:

Based on the results of the study team activities (visits, workshops, surveys, field measurements and meetings), the following barriers were identified: - Lack of awareness about the benefits of energy efficiency. - Electricity Tariff is below SEC’s average costs for most customers. - Lack of a skilled energy efficiency managers, engineers and technicians. - Lack of energy efficiency technologies suited Saudi needs and operating conditions. - Lack of delivery, distribution, and after-sales service networks for appliances and equipment - Environmental costs and carbon benefits are not reflected in energy costs. - Lack of a National Center for Energy Conservation to develop, adopt and implement a national energy efficiency strategy.

Target:

- 30% improvement of Electricity-GDP Intensity (Electricity consumption per GDP) in 2030 compared with 2005 level. - 50% reduction of peak demand growth rate in 2015 compared with on average in 2000 – 2005.

Recommendations:

To accomplish the target, the Study Team has identified (13) top priority measures as follows: 1. Energy Management System. 2. Energy Efficiency Labels and Standards. 3. Training Program for Energy Manager. 4. Energy Assessment Service. 5. Publication and Award System. 6. Energy Conservation (EC) Campaign. 7. Check System for Customer’s Record. 8. Energy Conservation (EC) Education for Schools. 9. Energy Conservation (EC) Museum. 10. Promotion of Architectural Technology. 11. Monitoring and Awareness Survey 12. Load Management 13. Promotion of R&D Scheme.

Proposal of Saudi Energy Efficiency Center (SEEC):

To effectively implement high priority measures, the study team has proposed the establishment of Saudi Energy Efficiency Center (SEEC), a central institute that can enforce mandatory programs or implement voluntary programs under well good coordination with relevant agencies, SEEC is expected to conduct: - Making legislation and implementation regulation. - Making strategy. - Implementation and inspection/monitoring. - Evaluation and revision.

Master Plan Implementation:

- Main parts of 2 measures are funded by the Japan International Cooperation Agency (JICA). - 11 measures and associated task measures are funded by the Saudi Government.
